In planning and developing a subdivision within the Village of Westfield or the extraterritorial plat approval jurisdiction, the subdivider or his agent shall in every case follow the procedure outlined below:A.Preliminary plat procedure.(1)Before submitting a final plat for approval, the subdivider shall prepare a preliminary plat and a letter of application. The preliminary plat shall be prepared in accordance with this chapter, and 10 copies shall be filed with the Village Clerk-Treasurer at least 15 days prior to the meeting of the Plan Commission at which action is desired. Copies of the preliminary plat shall be transferred by the subdivider to all state and county agencies for review and approval as required by § 236.12, Wis. Stats.(2)The Village Plan Commission shall, within 90 days of the filing of the plat, approve, approve conditionally, or reject the plat following review of the preliminary plat and other material submitted for conformity with all ordinances, administrative rules and regulations and negotiations with the subdivider on changes deemed advisable and the kind and extent of which will be required.(3)The action of the Village Plan Commission shall be noted on two copies of the preliminary plat. One copy will be returned to the subdivider with the date and action endorsed thereon and, if approved conditionally or rejected, the conditions or reasons therefor. The second copy shall be filed with the Village Clerk-Treasurer.(4)Approval or conditional approval of a preliminary plat shall not constitute approval of the final plat. Copies of the final plat shall be transferred by the subdivider to all state and county agencies for review and approval as required by § 236.12, Wis. Stats.(2)The Village Clerk-Treasurer shall forward the final plat to the Village Plan Commission for its recommendation.
